Exeter could break free from Devon
Exeter residents are being urged to speak up on plans that could transform how local services are run across Devon.
The Government has ruled that the current two-tier system — where some services are run by district councils and others by Devon County Council — must go. Exeter City Council has responded with proposals to create three new unitary authorities, including one centred on the city itself.
Under the plans, there would be:
An urban unitary council for Exeter and surrounding areas
An urban unitary council for Plymouth and adjacent parishes
A rural and coastal unitary council covering the rest of Devon
City council leader Phil Bialyk said Exeter must not be left behind.
“This is a once-in-a-generation chance to shape the future of our city,” he said. “Exeter has a proud identity, a growing population and a strong economy — we need a council structure that reflects that. The people of Exeter must have their voices heard.”
He added: “The current system is outdated and confusing. Bringing services together under one authority will mean they’re delivered more efficiently and more effectively for residents.”
Public engagement on the proposals began on 15 August and runs until 26 September. Local people are being encouraged to complete an online questionnaire on the council’s website to say what matters most to them.
Cllr Bialyk said: “This is about making sure Exeter stands on its own two feet and has a council structure fit for the future. We want to hear from every resident.”
