Which Exeter roads are being resurfaced in 2025? Full list revealed

A full list of routes across Exeter and the surrounding areas in Devon set for surface dressing this year has been revealed by Devon County Council, and Exeter Today can now share exactly which local roads will be treated.

There will happen through the financial year.

Surface dressing is a cost-effective process used to restore and protect road surfaces.

It involves spraying hot bitumen and then applying stone chippings, which helps seal the road, improve safety by increasing skid resistance, and protect against frost and water damage.

Roads scheduled for surface dressing in Exeter and surrounding areas in 2025:

  • Goldsmith Lane, All Saints

  • Road from Wolverstone Cross to Marlcombe Cross, Awliscombe

  • Road from Stepps Cross to Springhead Cross, Axmouth

  • Radfords Turf, Cranbrook

  • Ebford Lane, Ebford

  • Lane past Green Lane Farm, Rousdon

  • Road from Turbury Cross to Wolford Cross, Dunkeswell

  • Alphington Road, Exeter

  • Bishop Westall Road, Exeter

  • Elm Grove Road, Topsham, Exeter

  • Hill Barton Road, Exeter

  • Rydon Lane, Exeter

  • Woodstock Road, Exeter

  • Lane from Bucknole Cross to Netherton Hall, Farway

  • Millers Way, Honiton

What is surface dressing and why does it matter?

Devon County Council explains that surface dressing not only extends the life of roads, sometimes by up to 10 years, but also improves road safety by increasing skid resistance and making roads waterproof.

The work is carried out between April and September, relying on warm, dry weather to properly set the new surface.

The process includes cleaning the road, protecting ironwork like manhole covers, spraying hot bitumen, spreading stone chippings, and rolling them lightly to embed.

What residents can expect

  • Advance notification letters will be delivered around three days before work begins.

  • Notices will be posted on site one week ahead of the surface dressing.

  • Parking restrictions will be enforced within the work zone; residents are asked to park elsewhere during the work to avoid delays.

  • Access to properties may be temporarily limited, but emergency vehicles will always have access.

  • Pedestrian access will be maintained where possible.

Drivers and pedestrians should avoid the wet bitumen to prevent damage to footwear, vehicles, or property.

After completion, loose chippings may remain for a short period and roads will be swept as needed.

Road markings will be replaced once the new surface is fully set.
