Libraries in Devon and Torbay are delivering more than just books - they are generating millions of pounds in social value and making a tangible impact on local communities.

New figures released by Libraries Unlimited, the charity responsible for running the region’s 54 libraries, reveal that in 2023/24, library services contributed £23.9 million in social value.

This financial year, they have already generated £18.18 million from April to December, with numbers expected to rise even further.

The findings, announced in time for World Book Day (Thursday, 6 March 2025), highlight the broad role libraries play beyond reading, from supporting health services to providing free educational programmes and cultural experiences.

In a sector-first initiative, Libraries Unlimited partnered with Impact Reporting to develop a bespoke measurement framework that quantifies the wellbeing impact of library services.

The system evaluates how libraries enhance mental resilience, reduce inequalities, improve digital skills, and inspire creativity.

Robin Ince, patron of Libraries Unlimited and BBC Radio 4 presenter, praised the valuation work:

“There was an independent review last year that highlighted how undervalued libraries are by both the government and the public, so I’m glad Libraries Unlimited has taken matters into its own hands. For me, the difference libraries make to communities is invaluable—but attributing £23.9m in social value is certainly not to be sniffed at.”

The report shines a light on the many ways libraries relieve pressure on other public services, particularly the NHS.

  • Baby weigh-in stations have already delivered £5,900 in social value this year by reducing the need for NHS appointments.
  • A new blood pressure monitor trial in four Torbay libraries has seen nearly 100 loans, helping residents track their health.

Libraries Unlimited is also making an impact on education and cultural engagement, with standout initiatives including:

  • The Summer Reading Challenge, which saw 1 in 8 children take part in 2024.
  • The Secret Book Quest, which engaged 2,700 young readers in an interactive reading adventure.
  • Bounce & Rhyme sessions for early years development.
  • A vibrant programme of events and arts projects, supported by Arts Council England.

Volunteers also play a major role in library services, contributing over 24,000 hours to support initiatives.

While the UK still awaits a national data hub for library services, Devon and Torbay are leading the way with their independent evaluation framework. Few library services in the country have taken such a proactive approach to measuring their true impact.

With even more sophisticated reporting in place for 2024/25, Libraries Unlimited expects this year’s social value figure to exceed £23.9 million, further proving the essential role libraries play in Devon and Torbay’s communities.
