New homes coming to Exeter

First homes ready for handover by December 2025

A significant new housing development featuring 44 homes has been announced for the Blackhorse area of Exeter. The project, led by property developers 3West, has successfully navigated the planning process and will deliver homes for SNG (formerly Sovereign), with funding provided by Homes England.

The development will offer a mix of 1, 2, 3, and 4-bedroom properties available under both rent and shared ownership schemes. Designed using modern construction methods, these homes will include:
- Carpets and flooring throughout
- Individual car charging points
- Energy-efficient air source heat pumps

The project has been designed to prioritise sustainability and community well-being. Alongside the homes, the development will feature public open spaces and a residents' orchard to enhance the local environment and encourage community engagement.

Meanwhile, the approval of controversial housing developments, like the 80-home site off Exwick Lane described as "the best of a bad job," highlights the ongoing tension in Exeter between meeting urgent housing demands and addressing community and environmental concerns.

Construction for the Blackhorse development is set to begin in January 2025, with the first homes expected to be completed and ready for handover by December 2025.

David Matthews, Business and Operations Director for 3West, said: “We are thrilled to deliver high-quality, energy-efficient homes that meet local needs, and we are proud to collaborate with SNG and Homes England on this transformative project.”

Will Murphy, Head of New Business at SNG, highlighted the importance of sustainability in the project: “Working in partnership with 3West Group, we have designed a site that reflects our commitment to good quality, highly sustainable homes. These homes exceed current building regulations for sustainability, ensuring they are more affordable to live in. We are proud to deliver homes that meet our Homes and Place Standard while addressing the housing need in East Devon.”

Helen Bone of Homes England, the government’s housing and regeneration agency, emphasised the wider impact: “The Blackhorse development will provide 44 new, affordable homes in an area of Exeter where they are needed most. This is a prime example of how we work collaboratively with partners to achieve our mission to build much-needed new communities.”

This development addresses Exeter’s need for affordable, sustainable housing while showcasing 3West’s expertise in modern, community-focused design.
