Exeter Plan reaches key stage

The Exeter City Council is approaching a pivotal stage in the development of the Exeter Plan 2021-2041, a comprehensive strategy to guide the city’s future.

The plan outlines sites for new homes and jobs while establishing policies for sustainable, high-quality development over the next two decades. 

At its upcoming meeting on December 3, the Council’s Executive will review a report seeking approval to publish the ‘Publication Draft Exeter Plan’. This draft represents the culmination of over four years of work and is the final version scheduled for submission to the Secretary of State for examination in June 2025. 

The Exeter Plan has been shaped by extensive community involvement, with over 2,800 contributions from residents, organisations, and neighbouring councils gathered during three public consultation rounds.

These consultations have played a crucial role in refining the plan to reflect the aspirations and concerns of the local community. 

The Exeter Plan aims to channel development towards strategic brownfield sites, preserving the city’s landscape and environmental quality. It aligns with broader City Council strategies, supporting the goal of achieving Net Zero carbon emissions by 2030, fostering economic growth, protecting cultural and heritage assets, and promoting health and inclusivity. 

The Exeter Plan is a key blueprint for shaping the city’s future, focusing on meeting housing needs, protecting the environment, and supporting ongoing economic success. It outlines a strategic vision to ensure sustainable development while preserving Exeter’s unique character and community values.

If approved on December 3, the final draft will be published for an eight-week representation period from December 12, 2024, to February 6, 2025. During this time, residents and stakeholders can review the plan and submit formal comments. 

The plan will be accessible online via the Council’s website and in person at the Civic Centre, Central Library, St. Thomas Library, Topsham Library, and Pinhoe Library. All representations will be reviewed by a Planning Inspector as part of the examination process.
