Steve Darling: Torbay triumphs with Zoo future and digital ID success

We recently received an early Christmas present for Torbay and the South West. Paignton Zoo and Newquay Zoo have secured their future thanks to new owners, Libéma, a company with a strong commitment to conservation and animal welfare.

This investment means these much-loved attractions will not only survive but thrive.

Exciting plans are already underway for new habitats and improved visitor experiences, ensuring the zoos remain places of wonder and learning for generations to come.

I look forward to working closely with Libéma to ensure Paignton Zoo continues to shine as a jewel in our community and a leader in conservation.

Torbay Liberal Democrat councillors have also secured a review of Torbay Council’s controversial memorial bench pricing, following widespread concern over charges that have left bereaved families facing bills of up to £12,000 to remember loved ones.

After submitting a motion calling for fairer and more affordable prices, Liberal Democrat councillors won agreement from Torbay Council to re-evaluate the current policy.

However, a review alone is not enough. The issue will now go to the Council’s Overview and Scrutiny Committee to push for meaningful change. Memorial benches should be about remembrance and community, not revenue. We will continue working with residents and families to ensure Torbay Council delivers a fair, affordable and compassionate policy.

Thank you to the more than 6,000 Torbay residents who signed the “No to Digital ID” petition, placing us in the top 10 nationally. Your voices have made a real impact.

I raised this issue in Westminster Hall, drawing attention to the £1.8 billion cost and the serious risk of digital exclusion. This campaign shows the strength of our community when we stand together. I will continue to press the Government to ensure fairness, accessibility and inclusion are at the heart of any future plans.

Earlier this month, Torbay Council’s Planning Committee unanimously approved a £42 million regeneration of the former Crossways shopping centre site in Paignton

The plans will deliver 91 supported living homes, a day centre and a central garden area. The 1960s shopping centre was demolished in 2024, and construction is now set to move forward with developer Willmott Dixon Construction.

While this is welcome news, it is long overdue.

Under the previous Lib Dem and Independent administration we already had a plan in place to develop the site. Frustratingly, the new administration halted those plans and left the site unused until deciding to install a temporary car park. However, we are where we are. Now that this new set of plans has been approved, I hope to see the site developed soon and delivering the homes and facilities our community needs.

Looking ahead to 2026, these developments remind us of the importance of persistence and partnership.

Whether it is protecting our natural heritage, standing up for fairness, or delivering long-promised regeneration, progress happens when communities work together.

I am proud of what we have achieved and determined to keep fighting for Torbay’s future. Your support and engagement make all the difference, so please continue to share your views and ideas.

Together, we can ensure Torbay remains a vibrant, inclusive and forward-looking place to live, work and visit.

Every conversation matters, and I am committed to listening and acting on what matters most to you. In the coming year, I will also be focusing on improving transport links, supporting local businesses and ensuring that investment reaches every corner of our bay. These priorities will help create jobs, strengthen our economy and make Torbay an even better place for families and visitors alike.
